Making a huge swathe of the map unplayable simply by standing there is not a fun or fair mechanic, and any respectable sniper player can easily quickscope people anyway.

I think having the Marked for Death on sandman is bit boring since it's just the Fan with health penalty. Id instead see Sandman reduce your health to something like 100 and make it a long-range-finisher: Ball deals 35 if hit in front or 65 if hit in the back (of the head) of a retreating player. A moonshot is a guranteed crit.
Then they could add a seperate bat where you shoot something like a broken sapper the scout stole from spy. The sapper will deactive the building and can be removed, but wont damage the building and will fall off on its own after three seconds. Something to help a push or let a scout get past a sentry.
I think making the slowing down effect when hit by the baseball should include ubercharged players. Like it used to when The Sandman was first released.
So, it at least makes it somewhat useful by like a small margin.
