I swear to god, Youtube has ruined an entire generation's understanding of what Fair Use means. Do you understand how fair use works outside of Japan? Because fair use is a legal defense. It means that even if they go after you, then you can claim fair use, that you're allowed to do it because of parody/educational purposes/etc. (assuming it actually is fair use). That claim is what doesn't exist in Japan. It means that if the IP holder goes after you, even if it counts as parody/educational purposes/etc. , then oh well, get fucked.
BUT that all hinges on IF the IP holder goes after them, which is still a distinct possibility. If they don't, then it's the same as over here, and just carry on doing whatever the fuck you feel like.
Doujins are in a gray zone where they can be actionable but the IPs won't act on it to proliferate the industry and not kill it.

The game in the OP is a doujin you dumbfuck. Even then doujin comics, which is what you are probably referring to are also nebulous in legality. In Japan it's only copyright infringing when the IP owner decides to do something about it, and most manga artists in Japan get their start creating doujin comics so there isn't a good reason to try and shut people like that down.
There is a weird line that people don't cross when it comes to publishing doujin comics, they are only really sold in either cons for selling doujin works or through certain storefronts. There are many magazines that publish porn comics, but those will only be original works, rather than something based off of an original property.
People don't make Umamusume porn comics because Cygames stated that they don't want people doing that, so out of interest of not having Cygames pull the copyright card on them, they don't do it.
Doujins aren't legally allowed but they are socially allowed based on the series the doujins based on basically, a lot of japanese artists got their start making doujins so 99.99% of them consider it cool if people make doujins of their own work. Some don't though and will enforce their ownership of the series.
For example Evangelion flexed for a day saying they would no longer allow doujins or porn of their characters a couple years ago then walked it back immediately but it was enough to scare that one artist who has drawn Rei for like 20+ years non stop to make his own "totally not Rei" character so he could keep drawing her. I remember doujins were also banned of that one robot anime with the girl with the big fat thighs for awhile, I don't know if they still are.
Some japanese people are so beyond caring, they allow you to make your own fan games and sell them like ZUN. Its why theres so much 2hu stuff everywhere, he just allows people to do whatever the fuck they want if its not an asset flip.
