Iunno about Halloween, but X-com: Terror from the Deep is specifically a lovecraftian horrorish game. Conquest of Elysium has a lot of "spooky" factions like Necromancer, Witch, cultist(cosmic horror) and cultist(demonic).

Warrior kings battles sort of has a creepy or lonely ambiance. Hearing the music while crows circle empty fields, bodies, and items peasants dropped when they were killed in a recent seige gives a certain atmosphere.
