Staraptor is considered one of the “was in everyone’s team in sinnoh” Pokémon.
Not that I understand why, it looks like shit, but it’s one of the most popular sinnoh mons and one of the most popular regional birds (probably only behind Corvinight)
Intimidate, Close Combat & Brave Bird, and passable stats made it a staple in a lot of teams. Me, I used Crobat.
sinnoh didn't have much else on offer to be fair, unless you're a fan of babies and post-game trade evolutions
add a starter and box legend and you have the ideal Sinnoh team

Luxray is a shitmon propped up by the lack of good Electric types in Sinnoh.
Abra needs to be babied and is a trade evo to reach max performance, and Zubat isn't as immediately good.

zubat evolves quickly enough to be worthwhile since it starts with high friendship
The difference between Kadabra and Alakazam is oddly small. Alakazam is absolutely better in every way, but Kadabra already has 120 SpA and 105 Spe.

tbh it took them 3 generations to make a physical meme crit set work. It's an interesting design because flying rats are funny
Here's what i'd change:
>Design - Female black iredescent feathers with green spots/small mask, male green iredescent feathers with white spots/large mask without the dangly bits
>Movepool - Slash/Nightslash/Shadowclaw/Drillpeck/Tailwind/U-turn/Focus energy by level up (Drillpeck changed to high crit 10%flinch move)

Shame Flying types don't have a decent physical STAB move that benefits from Sheer Force.
Drillpeck could be buffed with crit/flinch chance to fill that role and i guess the flying lizards could get Floatfall.

hoenn’s regional bird was pretty good especially as it got more tools later on
sinnoh’s regional bird was great and there’s a reason it’s on so many ingame teams
then Unova got this redundant garbage with a bad movepool and no interesting abilities
I think Sinnoh started the rollercoaster of regional bird quality
since after that we’ve gotten a shit regional bird (Unfezant) which had a good one immediately after (Talonflame) and then we went back to having a bad regional bird (Toucannon) before gen8 gave another great one (Corviknight)
Gen 5 was too busy making bugs good to care about the route 1 shitmons.
