Now would be a terrible time for the announcement. It reeks of desperation and would be them admitting it didn't do well. People would laugh for years and Bethesda would ruin the last of its reputation. If they released a psport, say, when creation kit comes out? That would be a different story and would likely be lauded.

Starfield definitely exposed BGS - no one's interested or impressed by what they can do, they've only managed to coast by due to a pair of IP from the previous century (their favorite of which wasn't even created by them). The best Phil can do with them is send Todd to the TES mines and let Obsidian handle Fallout.

No point in doing that. Exclusives are to get you into the ecosystem. Nintendo knows this, Sony knew this before moronic Western businessmen were put in charge, and MS knew this when their main goal was selling their consoles instead of their new pc push. Doesn’t matter how much money they’d make from PlayStation fans, having exclusives will bring more people from out of their ecosystem in.
