A Xbox Series S can run the game at 30fps at 1440p locked so you should be able to run it at 1080 60 by tweaking some settings unless the port is astronomically bad.

It ran Cyberpunk on 900p medium at 50-60fps, and on 1080p high at 50-70fps with FSR. If this comes with FSR, I'll buy it, if it doesn't, I'll wait until someone mods it in.
I have an RX 6800 but not the XT. But there is not really much of a difference between the 2. I have 64 GB of RAM though and a 5900X.

Why is it that when I'm playing a video game regardless of how much CPU usage it's using my CPU temp is always mid 50's to mid/high 60's? It doesn't matter if the game is using 5% or 75% of my CPU it always falls within that range.

You'll be able to play it on at least high in 1080p, maybe even ultra if you disable memetracing and enable DLSS
