Water that's hot enough effectively powers through the ice, especially in a closed environment, since the steam will eventually also contribute to melting the ice.
It actually just becomes so hard that it can't bend anymore so forces that otherwise would've just bent it now cause it to break
Using a fictional ice beam on some steel won't cause it to just spontaneously shatter.
If they really incorporated this into game mechanics then it would be steel types taking more damage while frozen, but you could really say the same about all types honestly.
