However, eventually someone noticed that Magnemite was immune to all those poison attacks they thought were killing it, so she became Steel instead.
The actual lore with the Magnemites is that she caught them in Kanto's Power Plant before it became functional again. You can find level 30 wild Magnemites in the Power Plant in Yellow version, which would explain why they hadn't evolved into Magnetons yet.

So pokemkn have been around for millions of years but people are just started learning about then very recently, I guess.
The way I interpret it is people knew the species existed but because of new discoveries in taxonomy they reshuffled the classifications around and ended up creating a new steel type category as a result. Same thing happens yearly with birds. Councils meet and split / combine species all the time, effectively creating and destroying new species each year, but it's all just on paper. The actual animals are unchanged from how they always were.
