NG+ is supposedly adding 34 new outfits, so there's going to be 70-80 total. Would not be surprised if many outfits are palette swaps or slide moderations like this one. It doesn't make sense for them to censor cleavage when other outfits till have it.

I haven't played the game yet so I don't know. There are contradicting reports of people posting screenshots of the prepatched version of the bunny outfit, and the day 1 version, and they're the same. So yes, it's entirely possible there are two different versions of the bunny outift. It's not out of the realm of possibility that not all outfits in the game are completely unique to each other.
There are other outfits in the game just as revealing. There's a fully blown blue bikini outfit that shows more skin. Why censor this one but not the others. It doesn't make sense. People just need to chill and wait to play the game.
The bottom picture is censored whether or not the top is fake or not. We've seen the pre-release trailers and know its been changed.
