            DLC unlockers exist for EA as well and I'm wondering if there's a legal issue behind why Steam and EA just don't ban the users. Perhaps something about not being able to distinguish a pirate from a PC where the game is installed for multiple users that have different DLCs unlocked.

              Frick if I know for sure, but I think Valve is probably smart enough to know I was never going to buy $300 of DLC for a 4x game, and they want to keep me in their ecosystem so they turn a blind eye.

              If publishers start throwing a fit about it and threaten to put their games on different platforms until it's fixed though, I'm sure creamapi would be gone real fast.

              Steam has no ability to detect you are using DLC when you shouldn't. It can't. It can unlock DLC and that's kind of it.

                moron post. steam absolutely can detect the use of unlockers the same way VAC detects cheats. they just don't care enough to do this because it can turn off steam's user base. the publishers are free to pursue their own solutions (denuvo) to protect DLC in their own games and valve will not stop them. they can also use a third party verification system (e.g. ubi account) that isn't supported by steam unlockers. which is why both of these things are increasingly used with steam due to valve's non-intervention.
