according to the guys who hacked it to work, even on a ps4pro it would have required lowering the resolution to 720p in order to hit smooth 60fps, which is of course not really acceptable from a marketing perspective for the ps4pro. they probably did a cost trade for how much labor it would have taken to further optimize the game to maintain the resolution and get the framerste up, and found that it wasn't worth the labor in terms of how many pro units it would sell.
You don't even need the source code. Someone already edited the files so you can play this game 60 FPS on a PS4 pro and PS5 as long as they are jailbroken.
Sony/FS could easily just apply that fix to the current release and the job is done. But they aren't doing it because companies like Sony don't do something like that. Those brand managers see no direct financial benefit - if anything it could hurt sales of their current new releases if everyone just decides to play this old game again. There is a reason why companies occasionally throw away backwards compatibility - They want players to be on the games that are new and highly monetized.

I got a PS5 this week and its insane they never updated it to run better on PS5. Its blurry as frick and the frame rate feels awful like sub 30. Surely updating it to be 1080p 60fps on PS5 wouldn't require huge effort.
