Strategy games where you can win without waging war

So, citybuilders and the like nonwithstanding, are there actually other games like SoaSE that enable you to win not by simply killing your enemy, but by spreading your propaganda far enough that you don't have to anymore?

      This isn't true at all. SotS barely has diplomacy (and it barely works). The closest to 'pacifism' is just committing genocide with stealth bio-weapon cruisers, but you're still killing planets with violence. There's no such thing as a culture victory in that game, it's emphatically a wargame.

        Your culture can flip planets to your side. There's a ship whose sole purpose is spreading your culture so planets flip to your side. It's not really culture so much as lowering their morale towards their own faction and raising it towards yours and hoping they join you when they rebel instead of going neutral, but it's the same thing.

        There are also bio weapons that just cause the people to convert to your side without killing them.

        You can also force a planet to surrender without actually bombing it.

        I've had games where I just made alliances with everyone and won too.

      I remember once I played a multi-system map and when I invaded another star system late game all of the sudden my conquered planets started dying. Turned out it was my novalith shells finally arriving after travelling light-years through interstellar space. They were automatically firing at those planets while they were still enemy planets but the shells didn't arrive until after my fleets had swept through the area. Welp time to reinstall.

    any civ clone has a science or culture victory
    you'll probably have to fight a war to win in that way, but it's not like you have to kill everyone
