Not really, no. He's actually extremely calculating and the insanity is the mask, but definitely not for any insecurities. He has none because he has one singular goal: fight Batman. Whatever Batman does, he seeks to the the antithesis of. Why? It varies from story to story. Sometimes it's just because, sometimes it's revenge because he believes it's Batman's fault he became the Joker, sometimes it's because he hates the entire concept of Batman and seeks to prove he's full of shit and does more harm than good, and sometimes it's a weird rivalry thing where he does it to keep Batman at his best by constantly pushing him harder and harder (which still isn't meant to be a good thing because he's willing to do some pretty sick shit to test him and people still die as a result) but even in that case, it's unclear why he feels the need to do so. I guess there are portrayals of him where he is just insane but those are typically some of the worst iterations of him because he's never as intelligent in those stories and doesn't actually add anything to Batman himself. He's just LOLSORANDUMCRAZY with no commentary or nuance.

In the final audio tape between Deadshot and Lex-2 Lex-2 denies the whole theory that White Deadshot was supposed to be an other-earth doppelganger. My theory is that the Suicide Squad are a mixup from other Earth's from the very beginning of the game where the discovery of Elseworlds has made Arkham Asylum into a blacksite for Elseworld felons. They don't know it because they're transported without windows, which is what we see in the opening train-sequence, so I don't think the game is 100% honest about being Arkhamverse.
This has to be the most awkward way possible of rewriting the character to match the Will Smiff version. They really expect us to believe the world’s greatest detective, who encounters white Desdshot at least twice in the previous Arkham games and is implied to have intimate knowledge of his identity and crimes, somehow overlooked the fact that he switched races halfway through his career?
I believe Del Walker also made a tweet that explained why they made him black from a design POV. Apparently, it was because another artist said "Here his is black" and their lead designer objected saying "but he's white normally" and the artist said "But I never did a black character before" and the lead just went "yup, he's yours"

Then after a few live service updates, and the unfinished game is actually complete, SS can now do the opposite of what the box says and what so many people used to defend their shitty slop, and have SS save Arkhamverse's moronic JL. A JL that was dumb down to get captured by the moronic braniac(s), or a JL that ran away and left moronic Diana to get killed and moronic Flash to get captured, or ran away into a different multiverse/dimension and left everyone to die, or were dumbed down and locked in a different universe/dimension by moronic brainiac(s) that will get killed by criminals with guns.
Arkham's SS alone will saves all the other multi moronic verses that also include moronic JLs that got captured/killed/locked/cloned/dimensioned, they'll save all the multiverse Earths with brainiac invasions, all the multiverse Luthors, all the multiverse Amanda Wallers, all the multiverse Suicide Squads, multiverse Jokers, multiverse Braniacs, etc.
