The cabinet is completely irrelevant in an emergency run because you just use your almost unlimited powers to say there won't be any elections.

You have way, way more power in an emergency run. A dictator run is still restricted by people allowing you to become that powerful and the various limitations of the constitution even if it empowers you. An emergency powers run you just one day state hey I'm the supreme overlord now and there's nothing you can do about it because the supreme court is in my pocket and the usp are loyalists. You can just straight up instantly declare all dissent to be a threat to the state that will be punished accordingly while also cutting all diplomatic ties with the ATO, CSP, and Rumburg.
Also another thing.
When you assassinate hawker you can actually shake Lucian a bit when he asks to investigate the suspicious death and you declare that's unnecessary because you were the one who had him killed.

The emergency is basically permanent once you long knives unless you willingly decide to revoke your powers. The economy is recoverable but you're strongly encouraged to nationalize everything and trade deals with anyone but Wehlen are hard/impossible so you will have a harder time.
YS/NFP are required to cut the strings so it's extremely synergetic. They are very cooperative as long as you don't declare them a threat to the state.

Invest in highway(not sure if this matters but it makes sense), increase military budget, don't transfer the gendarme, invest in infantry, get rid of conscription, pincer, cut the head off the snake. You may also need to build the arms manufacturer since they comment on that in the briefing.
Also I had Soll in the war council which may or may not matter.
That doesn't work as a solo dictator because you need at least one ally moron, in order to win solo you have to get all provinces green and follow the mass conscription plan. It's also worth noting that you must have high blud opinion in order to get their province green, that shit made me lose the whole war

There definitely is a secret path where you pass articles 6 and 7 while strenghtening your powers, as it gets reactions in game. You need to reject cooperating with the NFP for the Bludish leaders to meet with you. However I have no idea how to pass it in the Assembly without the NFP and the PFJP, it seems like a guaranteed lose.

Due to personal experience I can tell you that the most vivid cancer that can befall on a country is corruption.
It's too bad, you can't sick them on both the Old Guard and the Oligarchs, because both cases have things going on that is actively damaging the country.
Its one of those things that makes you want a second term to resolve loose ends like that. Even save editing does not work cleanly as tusk gets arrested in the same event as the old guard, but marcel is a separate event so at least you can nab him.
The most unfortunate part about a non corrupt free market playthrough is that the oligarchs will buy out everything when you privatize and control 40% of the economy when you would think that by arresting them you could seize all their assets.
Not sure which one is best to theoretical wait to investigate on a second term as the assassination and burning might make the trail cold for the old guard, but their powerbase should be shattered by you regardless or the oligarchs whose crimes should just be as easily discoverable, but their newfound control over the economy might make them untouchable through normal means if they get entrenched.
In a general playthrough you can destroy the old guard pretty well even without investigating them anyway just by passing the constitution, having Hawkers deputy flip and giving you incriminating info. By the end of a successful term game they're pretty defanged
