Pokemon was an early 90s style rpg made in the late 90s. Back then all game developers seemed to be thinking graphics are everything. Pokemon said Frick Graphics and succeeded to make one of the most popular games of that time.
So over 20 years later, they still say frick graphics.

i see what you are trying to do but that makes fat pokemon more of a liability, a glass canon that gets hit will die and get out of the way but a tanky mon becomes a terrible liability your opponent can set up on.

You'd obviously have to fix certain exploits that would break the system, which would remove the point of the ATB system, which is the possibility of getting multiple turns before your opponent.

No entirely. Stall eould need to shift to a debuff/ trapping game style.
There should definitely be a buff to slow Pokémon too. Can’t think of one.
Maybe some kinda bs counter damage multiplier since they hit afterwards.
