I'm not familiar with the designers/developers. Also not OP. You are essentially saying design its design wouldnt look much different regardless of the gen in was introduced i.e. the gen and its time (things that were popular back then, styles, animes etc etc) would bear no significant weight?
If there were to be significant differences in the core design, it'd be from the limitations of pixel art on the GameBoy.

I tend to more agree than disagree, with a few caveats. I do think the gen and the times influence the design undertones, but yeah, Sylv probably wouldnt be much different.

Minimal colors, eyes fit, I think making its head smaller and a slightly more fur detail would make it fit in perfectly with the 1st gen roster

i'd say almost, the eyes look a bit off to me. if they were closer to, say, sandshrew eyes then yes absolutely

Unless you believe Nishida has gotten progressively worse at designing Pokemon, Sylveon would look mostly the same in Gen 2 as it did in Gen 6.
