You're in luck then, I'm convinced that literally the only reason Shaheen is even in this game is because he constantly gets recommended as a simple pick for beginners. And Jin is getting the main character treatment big time in this one, so he'd be a strong pick as well, though he's definitely a trickier character.
You don't need to know more than 10-15 moves to have a good time with any given character, and several moves are "universal" in that they're shared across the cast with slight tweaks if any (unless you're Yoshi, in which case your shits all kinds of fricked).
If you want a good breakdown of what kinds of moves you should actually bother learning in the beginning and why, watch Massive Zug's youtube video about learning characters.
Tekken moveset is just worthless bloat. All you need to know are the generic moves like df2, d3, magic4, uf4, 5 other plus frames and your bnb combo. Everything else is garbage.
Used to be the case in the older games but not anymore in 8. There's only a few moves that are objectively shit or have no use. You'll still need to invest way more effort into a character than 15 moves if you want to learn the game properly, but the best 15 moves are a decent enough springboard for complete beginners
