Could have been a show about Avery Johnson and the Spartan Is in season I, then the development of the Spartan IIs (Chief and his peers). Lots of ONI colonist insurrection shit until the Covenant show up at the end of Season II. The show could have followed some of the Spartan IIs, like the ones that died on Reach, and Halsey and Johnson. Chief could be basically someone that shows up twice a season to say a couple of one liners, save some asses, and then disappear. He didn't need to frick and talk about his feelings, other characters could do that.
Really who would have complained about Johnson being the main character? Start him young and show him grow and develop some depth, while acting like the hardass sgt he has to be for his men.
