Blame early anime being weird.
Charizard disobeying Ash was supposed to "mirror" how in the games overleveled Pokemon don't obey you until you have enough badges. The early anime always tried to shoehorn game mechanics weirdly like that.
Yet when he got the Earth badge, charizard was still a moron. It's fricking dumb.
How many badges does it take for a Pokemon to fully obey a trainer no matter their level?
You unlock level 100 after the 8th badge in the games, although Ash was a complete moron, and most of his badges weren't earned properly. But still, it was dumb.
