As compensation for the BST nerf, starter pokemon should evolve a little earlier than usual. Level 12 and Level 24 seems reasonable enough

I nothing against starters, and think they're okay the way they are. Legendaries on the other hand are soulless and deserve a heavy nerf if more than anything. They're half assed plot armor level spam mons and I think their BST shouldn't exceed 500 discouraging players from using them.
Make that 600 since that's what pokemon like Dragonite and Garchomp is at, and I agree
Psuedo legends deserve their BST since they take effort to raise.

Starts don’t need a BST nerf. They need stat distribution nerf. They were fine back when they were mixed attackers and didn’t have minmax stats. You could actually customize your starter for ingame and most starters were respectfully tiered. You don’t get shit like Meowscarada with stupidly strong stats and high power moves.
