Milo’s special defense is insane. You’re not gonna kill it with Tbolt or Gdrain, or another other Elec/Grass move in Gen 3.
Also, Ludi’s part Grass type, meaning Electric moves do neutral damage. Poison, Bug or Flying moves are your best bet.

Monotype Water is the strongest monotype in Gen III.
They just gave Wallace a subpar team, and even then actually, all his bases are pretty much covered and there's not much else to change besides some moves and a couple mons, without resorting to legendaries, in order to be properly competitive
so yeah, if you play the game it makes sense

Yes but Masuda decided to kill them all in mid development and the survivors had to move to Sinnoh
The sad part is that this is still a major step up from Steven, who is designed to lose to ground and water types in a game that hands you Swampert/Kyogre/Groudon.
He prevents the Player from soloing lategame with Fug. It cant oneshot some of his mons and gets wrecked by ice beam instead. Patrician game design choice.
