Nah, astartes are a mix of every kind of underclass tough kid: the tribal brave, the orphan ganger, the last man survivalist, the frontier settler, the ascetic monk, the lesser noble, and more
Terran marines are only resocialized criminal space bogans, psychopaths, and pyromaniacs until Valerian made the Dominion army a volunteer corps because enough dudes were already choosing to enlist for marauders (canon mostly regular guys who just wanna blow shit up legally) and medics.

I no-joke adore the 'just make it work' vibe of the Terrans in SC1/BW. From the 'militarized space suit' look of their power armor to the way pretty much all of their equipment seems to be 5-8 years past recommended replacement to the whole 'rebel cowboy' vibe.
People don't even know about the whole civil war theme of Starcraft. What a good time.
They're not cooler Space Marines, but they ARE cooler Guardsmen. Even in their own setting they're not really considered elite, often have little to no augmentation and their equipment is primitive but brutally effective compared to the Protoss or more advanced Terran units like the Ghosts. They even have similar methods of recruitment, ranging from released convicts to indentured servitue to actual career soldiers depending on their origin.
Also what said. Terrans, particularly the Confederacy over EarthGov, had a very down to earth redneck truck mechanic vibe rather than enlightened scientist-technocrats or even high-tech government professionals. Really gives them a vibe you don't find in most sci-fi, particularly in Starcraft 1/Brood War (Starcraft 2 shit the bed on a lot of things, this included).

Wanking as in power or as in how cool they are? For the former, sure, they're not great in their own setting. For the latter, the fact that they're outnumbered by Zerg and outfought by Protoss is part of the charm (in SC1, less 2 where they get weirdly powerful) because it really cements the idea that they're normal people trying to make it in a galaxy full of the offspring of eldritch horrors - being a badass isn't about pure power, otherwise everyone would be snorting at most settings in favour of, at minimum, Whoverse shit.
UED are the good guys.

The fluff justification is that they used local manufacturing to simplify logistics and a smaller expeditionary force. Tachyon lasers and other big guns were left on the core worlds.
Expeditionary fleet was procure-on-site methodology hence why one of their earliest missions was stealing the battlecruisers
And the devs didn't want to invent a 4th faction.
