PS2 was such a graphical improvement above the PS1 and it had games. Many up and coming studios were releasing make it or break it titles and a LOT of companies went bust or absolved.
These days, if its not an established franchise, making a game now is way riskier and takes more effort and there is no guarantees of success.
A PS1 or PS2 game wasn't as expensive to produce to try break into the industry.

basically, yes. its the FF15 of the PS1 FF games. FF7 and FF9 both were feature complete and had satisfying worlds, characters and definitive stories.
FF8? The complete opposite.

It was a really upbeat ending. Everyone survived (though if you didn't watch the post-credits part you'd assume Squall got stuck in compressed time and Rinoa was insane) and they had a big buffet at the garden, with character quirks on display. Seifer loosened up and went fishing with Raijin and Fujin. Ellone, Ward, Kiros, and Laguna all met at Raine's grave.
It ruined the series rep and 9 sold less because of it, despite being objectively superior.

Probably 7 or 10 but 12 is cool....but it's job system kinda sucks
For me it goes 9 then 10 then 7 then 8 but I enjoyed playing all of them.
