This may come as a surprise to you but most games have a built-in save option that you can access from within the game menu.

every emulator update is like that with save states
just fricking make regular saves and then use save states in between them, it's not rocket science
maybe don't use nightly builds if you don't want constant updates.
to be slightly fair in this case, the last official published build is several years old and long before the past year of major nightly stuff that massively enhanced PCSX2 across the board once the Duckstation dev joined in. there's no reason to not use the nightlies at this point
maybe use the latest nightly build at the time of downloading and set the update channel to stable so that it doesn't update.

They are. PCSX2 was the very first emulator to take microshill bux and declare withdrawl of 7 support. It took Dolphin almost two years later to follow suit. Think of that what you will.
Also their standard reply when someone had issues and glitches is to run in software mode, which looks a million time worse than OG PS2 without the filter from TV back then.

Software rendering is accurate, well optimized and works the same everywhere. The OpenGL, Vulkan and d3d renderers should only be used as a fallback if your CPU is too slow for software rendering. Any issues you experience with them could come from a faulty GPU or bugs at the OS or driver level, which aren't the PCSX2 team's responsibility. You're trading accuracy and reliability for performance.

Which allows them to make use of newer vulkan extensions and in their renderer, without having to deal with issues experienced by win7 users and their crusty installs. I doubt anyone using 7 has done a clean install of it in the last 2 years.
If you want to use an old, unsupported operating system, what's the problem with using old, unsupported versions of emulators and other programs?

He could very easily downgrade to the version he made the savestates on and continue from there. There is nothing stopping him but his own moronation if that were the case.
Just stick to one version that works for you and stop installing updates
