Thought the gender ratio was an old game design choice. You'd need a female which was harder to naturally get at random to breed for eggs of your starter. Then players would naturally figure out they'd need a Ditto. Genders were what allowed breeding to exist as a mechanic so they probably considered what it would mean for gameplay with the starters. Then for the sake of tradition the starter gender ratios have stayed the same over the years.
