Exactly the same as Genesis, just with layering effects tacked onto the ground.
Did you miss the higher color depth on everything and additional animations/3D effects around stages? Are you blind?
It's literally the same game and the same graphics, just with a fresher coat of paint to only make it look more impressive than it really is. The only thing Saturn has over Genesis is the Special Stages.

Act 2 is far superior, and that is probably the only good song from the Saturn version I've heard.
This isn't as much the case on Playstation as so many games just use midi, but on Sega CD? Buttrock and Elevator Music for days.
There's a romhack for this game that removes the entire game and only has the special stages one of after the other. Real Saturn Sonic

This. Saturn 3D Blast has a different vibe, but I wouldn't call it bad.
Green Grove in particular sounds like something out of Sonic Jam.
The Genesis has better Sonic music. The Saturn has great music too but it's more like Donkey Kong Country. As good as Aquatic Ambience is I'm not sure it'd be appropriate for a Sonic game.

Off the top of my head, I prefer Saturn Gene Gadget and Panic Puppet, MD Green Grove, Rusty Ruins and The Final Fight. The rest are both great in different ways.
Cart version sounds like classic Sonic.
CD version sounds like what you would have expected if Sonic had a proper game on the Saturn, heading into Adventure era. CD version has some killer tracks like the boss theme, rusty ruins and the volcano, you must just have shit taste, op. Both soundtracks have great pieces, just like both Sonic CDs.

It is the type of game you'd waste 30 minutes playing because you had nothing better to do. Not godawful, but not really worth playing when you have the entire game library at your fingertips.

i mean if you'd like a floaty isometric "3D" game that feels like you're skating on ice, then yeah check it out. it's not horrible but it's not anything special either. the music is good at least
