I don't even compare them. P4 is a comfy game with a very different feel, it feels like Japanese Scooby-Doo. It's a very light adventure that is extremely easy to get through. P3 feels like an actual SMT game merged with a VN, with the appropriate amount of darkness and Atlus flair, with some silliness here or there due to the setting and cast. But the ending third of the game is quintessential SMT to me.

You probably know the system pretty well so you'll do okay on hard mode but beware the first couple dungeons are harder than most of the rest of the game (actually i only played vanilla but i assume this is still relatively true for golden)

I think primarily the issue is relegating CD in SL, which I think is a massive mistake.
Not that 4's are bad. They are great, but after their dungeon they kind of stagnate a bit.
3 has higher highs than 4, but non Golden 4 (notice how I didn't say Base 4. Golden does add objective gameplay improvements) is a better overall game.
4 was so massively overpresent that I started to dislike it a bit, not as bad as 5 though which I'm really fed up with despite having only played the first part of it. 3 doesn't have the problem yet and I doubt the remake is going to change it since immediately after it Persona 6 will get announced.
Persona 3 is worse in many ways but the story and overall presentation of it is much better, just the opening cinematic is miles more enjoyable than any of 4.
I've enjoyed 3 a lot more than I did while playing 4, although the dungeon designs are much better and more diverse than on 3.
