It’s loved by older fans and ignored by newer fans. Very few fans hate it. It’s just that it’s haterbase is particularly spiteful for some reasons.

OLM by making the other two an autistic couple and enhancing japs (who have priority as fans) to like Sobble and Scorbunny lines. Grookey was doomed to be a comedy relief starter and Rowlet's (the only good one) replacement, and it's obvious that it failed. Yes, Leon's Rillaboom is OP as frick, but nobody cares because Charizard is the one who defeats all shillmons.
Game Freak gave it a combination of a great move and a great ability. They also refused to do the same to a legendary that could replace him in the meta.

"Jobmon" aside, I dislike Rillaboom because the drum feels like such a forced part of the design: You can't imagine this thing existing in the wild and carrying around this giant block of wood everywhere it goes. It doesn't feel organic at all, it literally just pulls it out of nowhere whenever it appears in battle.
I think its default art actually looks really good because it's stanced up like a gorilla and the large hair evokes the kind of british rock-and-roll musician look they were clearly trying to capture (and i'd even forgive them if they gave it a club or something to use as a pseudo-drumstick for hitting things with like Grookey has), but the in-game appearence where it's standing upright with a drumset just feels wrong.

This is the real reason Rillaboom is genuinely unpopular rather than meme unpopular like Inteleon.
A massive amount of the praise it gets is just so people can use it to segue into how it's just "the best of a bad bunch", so when members of said "bad bunch" garnered genuine fanbases in different parts of the community Rillaboom was left as the contrarian pick to end all contrarian picks (that the contrarians largely don't even like themselves, either).
So why is Skeledirge popular then?
Because people like it on it's own merits. I'm not going to sit here and pretend that there aren't a few people who say it's their favorite because the other two are "furshit", but I've seen an even bigger amount of people (mostly not on /vp/) who say it's their favorite because they think it looks cool, they like it's theming, etc. It's still a fairly distant second place behind Meowscarada, but it's a second place that it earned on it's own merits rather than a distant third place built on the spiting of others.

I think this mon is dull but I always found Inteleon to be far worse of the water starters. Terrible design, doesn't do anything that the other Water types do, and comes from the worst fricking generation in the series.

To be honest, during the first 36 hours of the poll, when votes were relatively slow and it hadn't been posted on /vp/ and other sites, Inteleon still constantly shifted among tiers with consistent votes in B, S, C and A tiers and spent most of us time in A above Cinderace during practically the entire poll. It definitely got botted later on, but it definitely held it's own beforehand
