Sort of. The game was 99% done after what was a typical dev cycle for the team but there was a persistent catastrophic bug that they just couldn't fix. It took them so long trying to sort that out that they ran out of budget and then the game was shelved indefinitely until somebody decided to throw them some more cash to move it to the PS4.
Still, it's bizarre to me that there are people who actually thought the game was in active development that entire time. Most of the disappointment I've ever heard ends with comments like "10 years and THIS is what they had to show for it? No. It was more like 1-3 years and then it sat on a hard drive collecting dust until they finally brushed it off. It was the same game it was when it was initially shelved because it was already done and just needed to be fixed and ported. They weren't polishing and changing things or adding content that entire time. In the end, what we got was a typical team ICO game through and through, for better or worse, and I don't know how people's expectations ran so fricking wild.

They probably didn't know about all that behind-the-scenes shit. I sure as hell didn't at the time.
From what you're saying, people would've felt they got a 7+ years old game at that point, even if they didn't know it

Ironically it's literally unplayable on base ps4. I had to sell my copy. You'll spend most of your time at 22fps
Its honestly the worst game Ive ever played, but I dont play bad games so its not really that bad.
Its a very simple and boring puzzle game, but your character and all your moves are extremely slow so you will spend a lot of time solving these puzzles, and the dog doesnt react as you would except so it takes even more time.
But its a beautiful game and the dog is cute.
I really wanted to enjoy it but the performance was too atrocious to keep playing. It seemed fine enough in some areas but there qwre spots where the game got down to like 5-10FPS consistently and I just had to drop it. I played it on a PS4 Pro so I don't even want to know how bad it is on a base model PS4.
PS5 fixed the perfomance. 60 fps
its 30fps and still rather unstable
I played it on ps4 pro as well and had no issues that would even make me consider to stop playing it

It's a 7/10 game that's an 8/10 if you like their style of games.
I wouldn't recommend it. A few puzzles don't make much sense either, I got through them by chance. It took less than 15 hours without help though. There's no special moment as you might expect. You don't form much of a bond with Trico. Graphics are pretty bad.

One of the best games from last decade. Best Ueda game too.

buggy, boring, only the art direction saves it.
It's interesting how different the response is to The Last Guardian in comparison to other Team Ico games, what happened between 2005 and 2016, I wonder if it would've gotten a better reception had it released closer to Shadow of the Colossus.

I'm partway through it now for the first time after years of forgetting about it. Its a very unique game, if you liked SoTC you will enjoy this. A lot of standing around and waiting for him to jump so you can progress, but its a very cool concept
It's not as good as Ico or SotC because of the inevitable jank a concept like Trico will cause (and a couple other conventional choices in presentation like voiced narration), but it's the only snoy game I actually want on PC along with Bloodborne.
