No content for people who want to play Halo, and not enough progression to keep the F2P players around. Once you finish your weekly challenges(something that can be done in 2 or 3 sessions), there's no reason to continue playing because there's nothing else to do.
And the game launched with fewer maps and modes than Halo CE.
But I'm biased, because I find cut content and game development very interesting.

Unlocks were a mistake.
Achievement based unlocks were great. I remember being pissed at the CR system in Reach because I was like "What do the expensive unlocks show other than that you play a shitload of MP?". Now it's fricking fondly remembered because there were no mtx.
There should always be armor unlocked by engaging with every aspect of the game. Beating campaign, unlocking the skulls, reaching a high firefight wave, etc. MCC more popular than Halo Infinite, I would try to monopolize this by having MCC achievements unlock armors and coatings in Infinite like they did with Helioskrill in 5.

Yeah having an organic way of unlocking stuff rather then just spending points is neat, but it becomes a shit system when the armor you happen to like is arbitrary held behind bullshit unlock requirements.
For as much hype Recon had back in the day, nothing about Recon armor itself looked any more special then CQB or Scout or EVA. If you happened to like the way Recon looked, get fricked I guess.

You get points for completing matches + a bonus for your specific preformance in that match, and then there are more long term challenges/commendations that aren't time limited so they aren't pressured to focus on them over the match itself
Reach's system was still highly flawed because ti rewarded dragging out games more than anything, so you'd just have groups of people going into Objective and running out the clock for the most xp. And then there's the obvious problem of every unlock just being a timesink.
That's the issue with any unlock system, people will try to game it to get access to unlocks faster.
The only solution is not to have one but modern gamers are so addicted to them, not having one is seen as a turn off.
I've seen threads on the Ready or Not forums begging Void Interactive to add some kind of unlock system even though the game does not need one.
Why did call of duty 4 have to do this
Well Battlefield 2 did it before Call of Duty 4: Modern Warfare, so blame DICE.
In 2142 (which came out in 2006), the defibrillators for the Assault class were not standard equipment, you had to unlock them.
That's true, but the progression system in battlefield felt like nothing close to call of duty 4 especially with the prestige system.
Different anon here, I thought the gameplay was fun but the extremely tiny pool of maps and game modes in at launch made it become very repetitive very quickly, especially since pretty much all the maps are close-quarters deathboxes where the options boil down to 'which corridor would you like to run down this spawn'.

The main 343 dev team is working on Infinite, and modders for hire are working on MCC
the majority of the work done on MCC was not by 343 but various contracted companies (like Splash Damage, Certain Affinity, or Saber Interactive), with 343's name being stamped on the box
