and we're still dealing with issues from the Unreal 2 and 3 days. In fact most Unreal 5 games are unplayable on PC because of these issues and even on console traversal stutter is getting maddening and worse than it ever was

They're not unplayable, the problem is that Epic finally manages to stabilize years into the engines debut, then they release a new iteration of the engine. And they pretty much force studios and publishers to use the new over the old.

More important than the engine is the SDK itself, as it will limit what you cant and cant do, if the editor dosnt allow you any freedom then no matter how much they polish the rendering pipeline the game made in it will be all the same, just look a bit better.
Its the same problem Valve had with Source Engine, when working on HL Alyx they had to prototype in Unity Engine as the Source 2 SDK tool werent finished.

There are forest biomes, but they are just as boring as the barren ones and your framerate will be halved.
There are also coast variants of other biomes, but again they are effectively no different than any other biome.
One of the main planets is an ocean planet with the city on a big oil rig like platform. It doesn't actually change anything in regards to gameplay though. You can't dive, boat, or pilot a submarine. There isn't even any underwater sections like Bioshock or anything.
You also can't really just wander around and stumble upon a new biome. You have to select which biome type to land in from the map screen.
there aren't any ecumenopoli like Coruscant, no.

Most are rocky, some have sparse forests and random weird mushrooms and stuff. Populated planets will have like 2-3 creatures and 2-3 plants that you can scan. They’re really cool at first, but it gets old fast. There’s a rotation of like 10 copypasta facilities that are dropped around where you land. Identical in every way, even journal entries on the terminals. Planet exploration is basically taking in the views and shooting a few guys.

There's a decent amount of unique things to find, but it's stuff like... weirdly colored trees or fire-breathing wienerroaches or whatever. Mostly visual things. Some of the facilities depend on unusual conditions so a lot of people miss them and just get the same listening posts and over and over.
Still, I think the POI system is by far the worst mistake they made with the game. Everything else is salvageable, but like you said, duplicating things without even at attempt at mixing things up with procgen is really bad.
There is nothing to fix.
Meaning there isn't even a halfway decent framework to build something else on.
It'd probably be easier and give better results making a space exploration overhaul for Fallout 4.
