To cut things short,
Pokemon Z was in development back in the generation 6 days but was unexpectedly scrapped as we pivoted to Sun and Moon on short notice.
Legends Z-A is now coming out next year.
To preface, i have NO insider information about ZA. This post is not about Legends ZA, but the pokemon "Z" game that we originally worked on. If whatever is mentioned here becomes part of legends ZA, i assume (very likely) its that they are reusing aspects of the original game.
The plan was to build a short, but expansive "saga" within one generation of games spanning two regions, Kalos and Hoenn as you know. The story was focused around the 3000 year war and the implications of that war. (Mega evolutions, split timelines etc.)
The name pokemon "Z" was just a fan term. The original "Z" was instead supposed to be an alternate retelling of XY as a more complete and truthful versions of the game. The plan was to have 2 versions, (not sequels), but 2 versions to tie in zygarde with xerneas or yveltal. The names of these games were pokemon XZ and pokemon YZ. These games were ultimately scrapped in 2015, but the idea of an alternate retelling was liked so much so that the Ultra games adapted that concept instead. However, I can see where they got the name for Legends Z-A from. I will say this name is very nostalgic
X and Y were worked on as "beta" games. We put as much time and effort as we could, but they were set to be the introduction to 3D pokemon. They were there to lay the groundwork for this small saga. ORAS came out perfectly fine as that was the expansion of the ancient history of mega evolution. It wasnt until after the release of ORAS when working on pokemon "Z" became a problem. The 20 year anniversary was coming up very soon and half of the team was working on sun and moon. Both SM and XZYZ were on a time crunch. It wasnt until about March 2015 the entire team of XZYZ pivoted away from the game to help work on sun and moon, scrapping XZYZ entirely.
As for the content, XZYZ was set to have alot more than both games combined. Ultimately i think we were too ambitious to fit so much into such a small amount of time.
Contests from ORAS would return with a new pikachu form wearing one of Ash's hats from the anime. That got adapted into sun and moon with zcrystals instead.
The similarities between some alolan forms and mega evolutions werent really a coincidence. Some pokemon like Muk, Raticate and Exeggutor where originally set to gain mega evolutions which were repurposed. Out of these 3, exeggutor looked the closest to its alolan form. It was still a palm tree, but remained grass/psychic. It wasnt until sun and moon where these designs were brought back and changed to fit the theme of alolan forms and alolan exeggutor became a dragon and got its tail. Raticate changed the most, it was pure normal originally but much fluffier like its alolan form. Muk looked nothing like its alolan form, but mega muk was poison dark. I think alolan grimer was the last alolan form to be created and was added in last minute for muk.
Obvious mega flygon mention here. Yes it was planned to be in the game. Artists block ultimately stopped us, and in april 2015 we could talk freely about it because the game was scrapped anyways.
Two of my favourite mega evolutions were mega Shiftry and floatzel
Kiloude city was to be expanded upon and the area where you battle your rival was going to turn into a carnival entrance area which lead to the battle frontier. The battle maison would be replaced by the battle tower, and the 4 sisters would be the battle brains there. No new characters or facilities were even planned, we didnt get far enough. But we thought the tower in ORAS would be a nice hint.
As for the story, it would have been the same as XY but expanded upon more.
Just as zygarde had cells, Xerneas and yveltal would have cells based on X and Y chromosomes. They didnt have complete forms, but instead they had “ultimate” forms. Once they gain all their cells, they power up into a cocoon or tree and their power would rival the ultimate weapon.
Along the way, you would collect cells and cores for zygarde, while team flare would invade facilities or areas excavating for xerneas and yveltal’s cells. Once you collected enough of zygarde’s cores, its 10% form would show up in the overworld trying to warn you of impending doom. This is where sycamore’s assistants played a bigger role than xy. The 10% form would show up in various points of the game, eventually turning into its 50% form in the overworld near the end. Here you team up with zygarde and unlock its complete form and fight either xerneas or yveltal.
Just like the anime, Lysandre had a shiny gyarados.
Sycamore would have a wife named Patrice who helped study the fairy type, while he studied mega evolution.
My favourite character was this old professor named Dr. Conid who would show up in hotels around the region asking you to show him various dragon type pokemon. At the end of the game he would show up in the fossil lab and be the move tutor for rayquaza. His name was a pun on Draconid which tied kalos and hoenn together.
There was no plan for volcanion to have any new forms. But magearna was planned and i will get to that later
The AZOTH kingdom would have been explored in this game as the original home of AZ and xerneas and yveltal. The kingdom was mostly destroyed in the war, but hundreds of years ago, scientists collecting the life energy of pokemon who died in the war and created a monster known as magearna. Many people were terrified of its canon and tired to hurt it or flee resulting in the kingdom being abandoned. You could eventually visit it in the post game and capture it. This was their first attempt at introducing a new pokemon mid generation.
This is the condensed version of Pokemon XYZY. With pokemon ZA coming out, i assume we can all rest easily now knowing what pokemon Z would have been.

Fake. Actual insider here, Alolan forms were made to supplement a 151-only Kanto remake which was decided upon early in Gen 7's development. Sun and Moon were to feature GO connectivity but there were technical issues between the two parties that led to the Kanto remake centering around it entirely instead.

It might have just been a detail that wasn't finalized until after the leak started circulating. People forget that games leaking are still under active development, so things like localized names are subject to change. I remember early DP merchandise all had Piplup's English name being "Pochama" still, with Joe dying on the hill that the name was going to stay "Pochama" in the English version because of a few early merchandise leaks.
