This is true. Take issue with the artificial scarcity and the bad distribution system. Don't do business with scalpers at all. Frick the secondary market entirely. That's the only way you kill this shit outright if you truly hate it. Scalpers do it because it pays off more other than not.
This more than anything else. As much as I like TCGs it's pretty easy for people to force scarcity and initial releases tend to print below the demand. Hell I'm pretty sure it's part of their advertising strategy so more people talk about it.
There was a whole thing with Limited Run Games doing all their artificial scarcity in house. They'd claim there would only be so many copies made and then sell them on the side under aliases on ebay. Or tell people there wouldn't be enough copies and then have 10,000 more on hand for conventions and events to sell at premium prices.
It's to trigger FOMO and get people to impulse buy and charge more than the product is worth. It's incredibly manipulative and unfair to the consumer

The answer is to establish an exemption to intellectual property laws, such that a company that underproduces a product to maintain artificial scarcity (which is what enables the practice of scalping) is deemed to have waived the right to enforce copyright on the item being underproduced.
