PDX is purposefully avoiding nations like Finland, Sweden, Belgium, Brazil and Argentina so they can sell each one separately for 19.99 plus tip.
There are still nations that need content but PDX is so greedy they instead only give content to one actual relevant country per DLC and pad the rest with literal who nations.
