Yeah, the game doesn't seem any less buggy now, I've seen midair loot, dead enemies walking around like nothing happened, got stuck somewhere while boosting around, etc. It performs and looks better.

Cyberpunk is literally a Bethesda tier game and it nicely shows that lowering the standards is a boiled frog ordeal.
People will still blindly love you when you gradually drop quality like Elder Scrolls and Fallout.

The game has also not changed since 1.1. There's no new content, nothing better. It's been almost 4 years now and all they could manage was a single expansion that should have been in the game at launch.
Honestly, it sounds like you have some seriously buggy install. I give you that the expansion re-introduced old, already fixed bugs, but the skills added by the new perks all work well.
The only problem I have with the new stuff is that the game sometimes doesn't register that the sprint button was pressed.

Man, I like 2.0 and PhL to a degree, but this is a seriously weird way of typing "they reduced build variety and you become a master of almost everything 30 hrs into the game".
Cyberpunks release would have been an embarrassment for a AA studio. It was a studio with a flawless reputation so the release destroyed that reputation. The reviews are where they belong and honestly it seems Cyberpunk is benefitting from the goodwill left over from W3.

I have never said otherwise. I even preordered PL. As I said it is an Ubisoft tier game with miles better story, writing and a cool city. The city from a distance has depth, but otherwise there is frick all to do other than hunt for secrets and easter eggs. The city building is still awesome though.
99% of the promised features are not in the game. Never will be. False marketing is the problem. The launch has frick all to do with this. There is no truly branching story or any in-depth RPG element present in the game. You are a solo (you can't even be a netrunner as there is no virtual hacking or net simulation in game) who can choose between three backgrounds. All of those backgrounds do virtually frick all. Corpo bg did save me from three extra lines of dialogue though, but that's it.
2.0 simply calls the small subset of netrunning stuff available to you as a solo "netrunning".
Fallout 4 is saved by the mods: aka tacticool shit and survival. Couple that with building your settlement, sorry, fortress and it is obvious why people play it.
In case of CP77 they outright lied about everything. Yes, they fixed most of the basic shit by now, but it's never going to be anything they promised. It is an Ubisoft game with better story/writing and cool as frick city.

No there are no good overhauls for f4, there are very little mods in general.
There is a mod to change skills to what they were in 1/2/3/nv but due to the game giving you xp at astronomical speed you quickly become too powerful.
