Rock/Steel is actually the most resistant type combo possible and a solid offensive coverage, it's bad purely as a product of its environment since the things it's weak to happen to be extremely common.
Number of resists, sure. But two 4x resists just in general make it bad. The fact that they're common make it terrible.
Ghost/Dark is the defensive type combo king.
Ghost/Dark isn't the defensive king of anything, having 1 resist and 3 immunities means it still takes neutral damage from damn near everything. Rock/Steel literally has 4x more resists than weaknesses on top of an immunity to a type, status, and weather (while receiving the stat boost from said weather) and it has the same number of double resists and resists as double weaknesses and neutrals respectively.
The value of low weaknesses compared to high resists is relative based on the Pokemon's stats and its role in the game. E.g. Blissey and Chansey manage to be so successful in no small part due to only having one weakness on top of their absurd defensive stats, which makes them very hard to break without physical Fighting moves. Bulky waters in general are a similar example.
Conversely more offensive Pokemon disproportionately benefit from good resistances or immunities than they do no weaknesses, since they often can't afford to eat neutral hits. Having a lot of resisted/nullified attacks to potentially switch in on lets those Pokemon be a much more present threat. See Dragapult or Lele.
Low bst stats distribution. If any grass/ghost will be a quick minmaxed mon, it will be good. I meant about decidueye, but GF is soo stupid, to make this mon slowass, even it's hisuian variant is even slower. I use normal form in trickroom team with power item and is decent mon with these types. +2 atk dynamaxed owl can KO's not def invested gmax charizard
A fighting weakness in exchange for ghost immunity isn't a bad trade at all, especially if you put it on a type that would otherwise resist fighting so that it's essentially a free ghost immunity. Ghost/Normal is obviously insanely good also. The real problem is that (outside of STAB Boomburst which few Pokemon can actually use well) Normal is completely worthless offensively and the dual STAB does no favours for anything with the combo.

is just Ice having a ton of weaknesses and no resists except Ice, adding Normal honestly only makes it better since Close Combat is still flattening nearly any Fighting weak whether 2 or 4x, Ghost immunity at least provides some defensive utility.

That trading a complete ghost immunity for your Fighting weakness going from 2x to 4x is a great deal when every Ice type save Avalugg has such low defense that they're getting OHKO'd by any decently strong fighting move (of which there are many) regardless. Ghost immunity matters a hell of a lot more than a double fighting weakness. If e.g. Beartic or Eiscue were Ice/Normal they would only benefit because they already get oneshot by the 2x fighting weakness anyways, a 4x weakness changes almost nothing.
Not really. If you have access to Boom Burst or Return or an exclusive 100+BP normal physical move it would work. Just that Boom Burst has no distribution and Return got removed so normal types have to deal with Hyper Voice or Body Slam/Double Edge.
