the legion lost the last battle for the hoover dam and had to bring almost the entire might of their nation's military to bare for the 2nd battle of hoover dam. meanwhile the ncr military is spread across their entire nation defending multiple fronts from multiple threats and policing their nation at the same time, the veteran ncr rangers don't even arrive in the mojave until the very end of the game for the 2nd battle of the hoover dam, having been absent for the entire conflict because they were fighting in the baja peninsula. those cosplayers with machetes were struggling to beat inexperienced ncr conscripts weakened by bureaucratic bullshit and politicing by its own leadership.
the whole point is they can't win if they dont bring their whole military might to bare, which would cripple the rest of the ncr. its not that they werent trying to win, its that much like the usa in afghanistan, unless you totally commit your military forces, there is no winning against the legion's tactics.
likewise the legion can't win against the ncr directly, they have to resort to hit and run tactics, subterfuge by attacking from within the ncr, and guerrilla warfare tactics like flooding searchlight with radiation to deny control to the ncr.
the entire conflict in the game relies on the courier building alliances to tip the balance in favor of whichever side they choose, otherwise the war between the ncr and the legion would never really reach a conclusion.
this isnt an arguement in favor of any one side, its just the reality of the conflict. the ncr can't totally commit because bureaucracy makes total commitment impossible, which is the ncr's weakness. the legion can totally commit, but doesn't have the forces necessary on its own to wipe out the ncr, which is the weakness of the legion.
