It doesn't mean anything, in fact. Storing data on drive or intranet means that you'll likely have it forever. No degradation outside of what people (you) allow. Steam games are still downloaded to your hard drive. You have all the game files on your computer and you can copy and modify them if you like. Steam's built-in DRM, the steamstub, is actually barely even worth calling DRM. All it does is check that an authenticated instance of steam is running. There's actually a publicly available utility on github that removes it from games (search "steamless github" if you want to check it out).
The real problem is the other DRM that publishers like to cram into their games on top of Steam's own, and this is the stuff that actually locks down the game and makes it impossible to copy or modify.

Just pirate games from fitgirl and burn them to blu-ray mdisc. A typical game copies and extracts in 5 minutes. After that just create custom game cases art, upscale to 4k and get savvy with gimp. Even with the best glossy professional photo paper it's like $1.25 a game including the case.
You can do this and there's no excuse since now they have 100gb mdiscs.
That's the best way right now, until future tech comes out but I doubt amerimutt society will make it that long.
