You have to be joking. On HC, you should be absolutely loaded by late game. In case you're serious, save nades for mobs, aim for heads and stop shooting your name on walls

stop trying to kill every zombie then. You don't need to kill zombies to progress, it takes an absurd number of bullets to kill one for a reason. It's not a shooting game, your gun should be used as a last resort when you have no other choice.

Just shoot their legs off
- Shoot a zombie in one knee repeatedly until they get crippled and fall to the ground, then hug their ass and knife them to death (or leave them there if they're not a threat).
- Don't bother killing non-threatening enemies (e.g. easily avoidable and/or at a dead end you won't revisit)
- Don't waste any ammo on Mr. X, just run.
- Rotate your saves in case you frick up really badly.

Ignore these try-hards. Buy the full unlock DLC. Running through the levels with infinite ammo miniguns and rocket launchers turns the game into something it wasn't intended to be...fun.
First time I played it, I had enough ammo to kill the final boss 2.5 times over.
It's a survival horror. Play something else if you want to run and gun. In any case, it gets better but in the beginning yes ammo is to be conserved
