2 is a very mixed bag because unlike the first game, it was segmented in development with different teams working on different areas/quests. Some places are the same atmosphere as the original, even darker and grittier in some cases. While others are pretty cartoonish.
Otherwise 2 is definitely the better game. Pretty much all the jank in the first was fixed or at least improved. Being able to push companions out of your way might not sound like much, but it's huge.
Yeah I think 1 wins in every aspect that isn't gameplay related. But gameplay is king so overall I have to say that 2 is the 'better' game even if I like 1 more. Since buying the steam versions I've finished 1 four times for 31 hours played and I've finished 2 once with 53 hours played. Fallout 2 is a fricking massive game. Though the time played might not be the same ratio for everyone as I am much more familiar with 1 as I played that game a shitload as a child while I never played 2 until after NV was already out.

Fo2 is definitely MORE jank than the first game. The systems are almost identical, but the amount of bugs and poor ballancing has increased. Which however is understandable because Fo2 is just FAR, FAR bigger than the first game. Like, 4 times as much content, maybe more. So bugs and jank issues are hardly avoidable.
There is a very valiant community project that helps a lot, called Restoration project, and it helps a lot, but it also adds a lot of cut content which makes it even bigger.
As for the atmosphere... Fo2 isn't nearly as far from the first game as people tend to claim it is. Both games are dark comedies. Fo2 just goes a bit... further on both extremes - it has significantly darker, and significantly whackier elements. The whole world is also just a fair bit less consistent, because again: they have to fill it out with so much more content - meaning they have to reach for much more sources of inspirations.
The good news is that for the most part, it's good shit. The writing in Fo2 is for the most part great. It puts a lot more emphasis on world-building, the world has more depth and makes more sense and are more interconnected, while most quests and factions are just more fleshed out. It's not padding, it's genuinely great RPG content and there is a LOT of it.
The bad news is that the game can be very overwhelming, and also, while most of the writing is good - in the few cases it's not, it's REALLY bad. There are some really dumb moments in Fo2, some really dumb lines, some really dumb jokes.
They are outweighed by the sheer volume of the good shit massively, but when they wiener up, they wiener up in a more serious way than Fo1 ever had.

That's specifically a cutscene you trigger by using the BoS computer in the SanFran bunker, it then shows you security footage of Frank Horrigan talking to that one BoS guy and killing him.
Tactics has the best combat design in the franchise, minus the long wait between enemy turns. You can pick between turn-based and realtime, you can set auto-fire hit probability thresholds for team members, your characters can be in three stances, and you can actually specialize your main character because your other team members can pick up the slack with their specializations.
In my opinion there are worth exactly ONE playthrough each, they actually have pretty low replayability considering there is literally one optimal way to do every quest / build
Yes, Fallout 3 was my first and I ended up preferring the isometric games despite only playing them for the first time afterwards. 1 is the best game in the series.
