      Partially true, however, rather than plasticity the more important developmental milestone is fundamental ways of thinking.
      Regardless of when you choose to learn a new language having a wide range of phonemes exposed to you in the first two years of life increases your capacity for learning language.
      It's not wiring up new skills that's hard but making new nodes to wire up. If you have the nodes the skills are simple as frick no matter when you approach. It's why some old people don't struggle at all with technology.
      Basically if you experience and learn broadly you're best equipped.
