What's the case for this over rotation?
More traditional, 4 guys in a roll is just standard JRPG fare, but since that would be more than half of the party just 3 is fine, plus positioning is cool.

Rotating Pokémon is a free action, meaning both players may rotate and attack in the same turn. Battles are more dynamic and allow for a lot more strategy
That's exactly why it's shit. There's no cost to switching out, and you keep all of your stat changes when moving your lead. It makes setup all that more powerful and braindead.

Use Pokemon that don’t care about getting intimidated like Flutter Mane or Urshifu or Kinggambit

Making status changes temporary could also help, I know they already wear out when switching out but making them only last a certain amount of turns be more fair.
