I can't think of an RPG with good writing from outside of Japan.
Witcher 3 is close, but only if you look at scenes in a vaccuum. The overall connection of scenes and events is a laughable clusterfrick of half-assery.

Dragon Quest genuinely has some great writing, but I'm guessing that most of it is lost in troonyslation.
