RE4 is not scary and it is not a horror game.
It has some of the most tense and atmospheric areas in RE history on a first playthrough. When you first play and don't know the mechanics the first village fight is terrifying. And later sections like the inside of the military base are amazing. It is also peppered with a lot of goofball nonsense and humor as well which colors people's perspective.
I don’t really view it as horror either, more an action game with a cheesy B-movie theme.
But it has horror too. It has some of the most grotesque, scary, and tense areas in the series. I loved RE1-3, but I actually considered them quite comfy laid back games. They weren't very tense. Hell, I loved RE2 at the time because it is the most laid back and relaxing RE game because it aimed so high at playability and accessibility.

Regenerators are overtly scary, they are walk in a lumbering pace but squirm and leap about on the ground, their breathing is unsettling, and Iron Maiden are even more so.
It 100% does not matter if something in a horror game is threatening, it matters if the player think its threatening. All horror game enemies stop being scary once you realize you the player can easily beat or outsmart them.

I mean people have figured out hacks by using the knife that kill them easily. But we didn't know that at the time. A naive new player takes a shot gun to them to blow their legs off. then they become much more unpredictable and still attack you by flopping around.
Old games are so heavily played they are effectively "solved" for efficiency.
Thats pretty much the problem with horror, once you understand how easy it to bait a zombie's grab they are no longer scary, same goes for an enemy. Its really only first time impressions that count for horror.

The gruesome unique deaths for Leon is one of RE4's charms that few games have replicated. The only one that comes close are some of the later Tomb Raider games.

You're taught the entire game that you can target weak spots on enemies for better chances at kills, like headshots so you can do kicks, knees so you can do a suplex arms so you can make them drop weapons, shit like that
Then you fight your first regenerator, shoot it in the head, the head explodes...and it just keeps walking. You shoot the legs and it flops toward you like a fish out of water. It really feels like an invincible enemy that breaks the rules you've been taught the whole game when it first shows up

My theory is that the CODEC screens were added late in development likely because of play-tester's complaints.
Most of them just have Leon talk to Hannigan about what just happened which means play-testers must have been confused about what was going on and where to go.
The rest of them are just banter between Leon and the two key villains. Likely play-testers felt the villains had too little screen time and might have gotten confused about them and their motives. If you remove the codec screens, Saddler and Salazar are barely in the game. Their similar names might also have led to confusion.
As I said in another post, Hannigan wasn't in the demo at all. And the game flowed better.

Honestly, I'd be happy if they removed most of the jokes, quips and Michael Bay action-cheese. It was fun when I was a teenager back in 2005, but now that I'm an adult I find most of it to be cringe-inducing as all hell and tonally tonally dissonant to hell and back.
Resident Evil 4, while a fantastic game that revolutionized the gaming industry - brought forth the downfall of the RE franchise with its lighter hokey tone and over-excessive use of quips and actions. Its success spawned a new generation of millennial "normie" fans with shit taste - most of which probably had little-to-no experience or knowledge of the former titles, and this insurgence inevitably resulted in the abominations that were 5, 6 - as well as the subsequent drys pell of shitty action spinoff titles until RE7 essentially came along and essentially saved the franchise by returning to its survival-horror routes.
Capcom knows this, which is why they're reimaging RE4 with a darker, horror-themed tone, a different & more consistent personality change for Leon (who's personality and development went completely off the rails starting with 4,) possibly reincorporating scrapped 3.5 beta elements and so on.
They know RE4 was the game that set the franchise off course in a variety of terrible ways, and now they're trying to re-correct that with the RE4 remake and a retconned timeline with the other recent remakes, as well as 7-8. They don't want the franchise to tread down the path of 5 & 6 and corner themselves with a dying franchise again, and it's pretty funny that the majority of Ganker refuses to acknowledge this - let alone see it coming.
However, Capcom already kind of fricked up with their rushed RE3 remake, so time will tell. If the RE4 remake's development is also rushed and half-assed in a similar light, then they've already dug themselves in a new shithole situation.

RE4 and god Hand are just Mikami being Mikami. He wanted to add an Eddie Murphy character to RE1 who was going to act as the comic relief but wasn't allowed to. He added that character to Dino Crisis. Mikami on his own doesn't seem to take video game stories and settings seriously, and just wants to entertain and have a lot of fun. It's infectious and you can join in on it.
How the hell are you complaining about RE4's tone while praising RE7? Its the same horror comedy vibe only less actiony.
RE4 remake is only dark and gritty serious because the RE7/8 team is different from the RE2 remake team and they have no sense of humor.
The difference is that RE4 went COMPLETELY OVERBOARD with the camp and excessive action sequences - sacrificing the majority of its survival horror bits, plotline consistency and tone to make up for it.
Also, most of the cheese and trash dialogue in RE1-3, was due to translation, miscommunication issues and VA limitations at the time.
Meanwhile, RE7 and RE8 had a ton of cheese - but the majority of it felt tonally appropriate for its given setting, tone and situation. Ethan cracks a few one-liners here and there in 8, but he's not doing it excessively throughout THE ENTIRE FRICKING GAME - only in the latter half, after he and the player have progressed and gained confidence in themselves. Even then, he's more-or-less still a panicked, desperate father trying to save his daughter - which is very appropriate for the situation that he's in.

RE games before RE4 were basically adventures games with a horror theme to begin with. Nothing in those games scream "This is a horror series" outside of a few monster design, and they are completely outclassed by the monsters in RE4. Survival Horror is such a Nothing name for a genre because RE and SH do a lot of things completely different, but are still part of the same genre, while RE4 still retains a lot of RE elements, but people wanna say it's not a survival horror game.
RE4 would be better if it was 100% serious.

I don't know for the rest of you guys, but for the spanish translation "fallen hand" basically is the same as saying "limp hand", which is a slur of sorts for the "limp wristed homosexual" thing.
