They have regular Pokemon with 0 IVs in all stats while actual boss Pokemon have IVs, perfect EVs, increased stats and sometimes helpers.

If it plays like any generic trainer then it is a generic trainer, even if it comes with different music and a special reward.

Explain to me how gym leaders or even rival battles that have existed since Gen 1 are not boss battles.
They play exactly like regular NPC trainers, the only difference is the music. Sometimes random trainers are stronger.
Does Ultra Necrozma count? If so him, that shit was sick and actually somewhat challenging
