It's been that way because Square, even before turning SquE, in the 90's, had interviews where they explicitly and openly were saying that if they ever to do VII's sequel, it'd be on a much bigger budget and with much grander scale, and technology is simply not there yet to allow that. They wanted to Spirits Within and Advent Children the thing up even before Spirits Within and Advent Children became a thing. They wanted to make it like a movie. Imagine if Spirits Within was successful and got SquE all the money and technology in the world, then PS 3's tech demo would've probably ended up an actual game, which would've still be VII-2, not measly 1-to-1 remake of VII, as they never wanted to remake VII, they explicitly always envisioned a proper direct sequel.

Imagine if Spirits Within was successful and got SquE all the money and technology in the world, then PS 3's tech demo would've probably ended up an actual game, which would've still be VII-2, not measly 1-to-1 remake of VII, as they never wanted to remake VII, they explicitly always envisioned a proper direct sequel.
