I think that only confirms more legendaries/mythicals will definitely be added, but won't have dex entries. We'll only see Steelix or other non-legendaries if the rumored "switch 2 update" happens and that adds even more Pokemon to the game.
Rather than closing off options, it opens up way more. We might get a main series game that deviates even further than PLA, actually makes me look forward to February.

What kind of schizo babble is this? Serperior learns Leaf Storm via level up and got access to Contrary in Gen 6, though it always "knew" it since Gen 5. Furthermore Leaf Storm is the only move Serperior learns that lowers any of its stats, meaning unless GF really thought people were going to intentionally frick themselves over with using Contrary Coil, the very obvious intent was for it to be combined with Leaf Storm.
