If I had to guess, the nutting is made in a way that makes it difficult to move around in. It also requires the person to hype themselves up for 2 jumps, rather than 1, and needing that 2nd hype up probably stops most people.
The first second of bungee jumping is the scary part, so the jumper has to do that twice, and probably don't want to do it again.
