GTA is really 2 games: kid sandbox and crime story. a truly good GTA would have both: first you play as a kid for the sandbox, then you play again as an adult to actually experience the story.

I like both IV and V, they're good games. But they haven't done anything to create some new meaningful gameplay elements.
SA did not have great shooting. But you could go to the gym and buff up or eat and grow fat. You could heal by going to a fast-food place and buy something to eat. You could do side-missions that unlocked various shit for you. You had repeatable missions that you could do. You had gang warfare. You could go on various dates and gain benefits from them.
Now, not all of these things were great - some were even annoying. But they tried out new shit compared to VC. But they seem to actively trim all that stuff away, focusing on okay gameplay and a detailed world. They're not trying out new things, they're removing stuff instead of improving it, and only seem interested in improving the world itself. The remaining gameplay isn't that interesting. Shooting and driving is there because that's the kind of game this is, not because they want to create great shooting and great driving. It's almost a side-thought, "now it's time for shooting - welp, now that's done, back to exploring the world again".
GTA has always been bigger than the sum of its parts. However they're removing more and more of these parts, leaving the sum lackluster.

Take the heists in V for example. They were introduced as this new gameplay element, with you assembling a crew, doing preparations, executing the heist, fleeing and hiding, etc. In the game it was, what, 4-5 missions, some of them pretty rigid regarding what you could do. Heists should have been a much bigger deal. You should be able to do a heist against smaller shops first, then slowly improving your tools and crew, doing bigger and more advanced heists, before doing bank-jobs and stealing servers. You should be able to pick the target yourself while roaming around the city, then deciding how to proceed. Make it something we haven't seen before, something new and interesting.
Solid just doesn't cut it anymore. It worked with their first 3D games, since they were the trendsetters there, but IV and V showed that they're not interested in taking chances with gameplay. Frick, Watchdogs have shown more creativity regarding gameplay than GTA. They're not better games, but at least they're doing something different.

It's a lot more grounded in realism than the other GTA games and the story and characters are really some of my favorites like Niko and Little Jacob. It has a lot more depth than GTA V but I think a lot of the missions are terrible.

I was 10 when IV came out and I liked it and only grew to like it more with age.
The ability to use a phone freely and ride in taxis as a passenger alone was a huge leap forward.
