Police are now an active entity patrolling the city and will now actually pursue illegal activities. Besides that it's also laying framework for the expansion.

and no, not really. they influence the first 30 minutes of the game, and throughout the game, you occasionally get the chance to choose a response that fits the backstory, but it's very shallow. The game isn't trying to be an RPG or GTA, but something else. I'm just not sure what that something is
The starting choices are a huge bait but honestly they wouldn't have even needed to do much with them. Just the same cadence of an extra dialogue option here and there as you get in Act 1 would've been fine. Instead those just evaporate into getting it once in a blue moon.

the 2.0 patch was literally just a repeat of their pre-release marketing but for the DLC/trying to get back some of the refunders from release. the game is marginally different, some better, some the same, and some even worse. the main story is still embarrassingly bad, there are bugs and glitches from release still in, and it still has some of the worst baked-in TAA in videogames.
